Vectra A X20XEV 2.0 16v - question about "steps"

I have been looking at the engine ECU parameters and I'm trying to figure out why two of the parameters are outside of the specifications.

#16 idle air control. Should be 40-53 but it's at 148 steps.
#18 IAC adaptation slope should be 118-138 but it's at 45.

Can anyone tell me what I should check please?

Are you having problems with Idle Speed?

The IAC valve can be dirty, and as a result - it can be stuck sometimes.
