Immo not programmed

Hi All,
I changed an used Z16XE ECU ,install it into car ,read security code ,reset ECU successful ,go to Immo, when i choose "program both ECU and Immo installed "it said successful ".i turned  the IGN switch off and on , SVS lamp still  flashing ,i scanned the both in the Immo there is no fault code in the ECU it said Immo not programmed. I do it several times and the same i changed the ECU and the same .

Check parameters in the engine ECU, looks like, you have waiting time active.

check in parameters of engine ecu.
