Your dump not looks like normal eeprom from such ECU.
Probably you just not read well the eeprom content.
Here is eeprom from such ecu in reset state.
You can try it out but be aware that it's probably links to problems if you programmer not working well.

My was read another programmer This was the way to s19 file, and the size of 512 but runs, but after you've developed to normal capacity and works. (x-prog m ori)
